Ms Cindy Foo

Cindy Foo is the Head of Reinsurance, Asia at QBE Insurance (Singapore) Pte Ltd, responsible for the strategic development, underwriting performance and portfolio management of QBE Re’s Asian treaty reinsurance business.

She has over two decades of experience in the reinsurance industry across Asia, having held senior leadership and underwriting roles at leading global and regional reinsurers. Prior to joining QBE, Cindy was Head of Underwriting and Branch Manager at Berkley Re Asia, and earlier served as Group Chief Underwriting Officer at Asia Capital Reinsurance Group. She began her career with Swiss Re and Munich Re in Singapore and Kuala Lumpur.

In addition to her executive roles, Cindy has actively contributed to industry development through her involvement with the Singapore Reinsurers’ Association, leading education initiatives and organising technical seminars and CEO‑level forums to advance underwriting capability and industry dialogue across the reinsurance market.
